If the game isn't reading your user content in OneDrive, then yes, you do need to move it back to your hard drive. So only do this if the connection is reliable and reasonably I've moved your post to the Sims 4 PC tech section. If your connection is unstable, the game might crash. If your internet connection is slow, this may significantly slow down the game, since it'll constantly be reading from and writing to cloud storage. Please make a backup of your Sims 4 folder elsewhere (like on your desktop) before trying this, as (like I said) I don't know for sure whether it'll work. You can see the entire file path by right-clicking on a given folder and selecting Properties. You need to get the file paths exactly right, or this won't work. Please make sure you're redirecting only the Sims 4 folder, rather than all of Documents, or else Windows may react badly. They're written with an external drive in mind.

But if you want to try, here are instructions for creating a symlink. I suppose you could instead use a symbolic link to point to OneDrive, but this could be problematic if you're ever disconnected, and I haven't tested whether it would actually work with OneDrive. That's the best place for that folder anyway, as in, you'll get the best in-game performance. I've moved your post to the Sims 4 PC tech section.
